Summary of July 2026 Board of Regents Meeting

 

The Board of Regents conducted their monthly meeting on Monday, July 13, and Tuesday, July 14, 2026.

 

As has been customary in the past, the July Board of Regents meeting included an abbreviated public session with the majority of the time being dedicated to Board training. During the public session, three P-12 related amendments were proposed and discussed. It is anticipated that all three of them will be presented for formal adoption at the November 2026 Board of Regents meeting. They include:

Discussion of proposed amendment relating to improved support for schools identified to be in need of Comprehensive Support and Improvement (CSI). 

NYSED staff members reviewed a new tiered scaffolding support model which would replace the current single CSI designation.  The presenters expressed that the four structured tiers will provide the opportunity to offer increased support based on specific school needs, allow more time for schools to meet their achievement goals, and enhance the resources that are available to CSI schools as they work to improve student outcomes. The key interventions associated with each of the four tiers were also reviewed.

After the 60 Day public comment period, it is anticipated that the proposed amendment will be presented for adoption at the November 2026 Board of Regents meeting.

Discussion of a proposed amendment relating to license requirements for coaches of interscholastic teams.

The Board discussed proposed amendments relating to the licensure of interscholastic athletic coaches. NYSED staff members outlined proposed changes that they feel will streamline the process for applicants to obtain a coaching license and strengthen the coursework curriculum requirements to create more consistency and clarity.

Discussion of a proposed amendment relating to Teacher Preparation Programs that would expand literacy coursework and clinical experience requirements for teacher candidates.

NYSED staff members presented a proposed amendment that would expand the scope of literacy coursework and clinical experiences for teacher candidates. Presenters expressed that this will assist with ensuring that teacher candidates are better prepared to deliver reading instruction that aligns with the Science of Reading framework.
