David Frank, the NYSED Assistant Commissioner of the Office of Education Policy, periodically shares important updates regarding New York State Education Laws, Commissioner’s Regulations, and Federal Guidelines with our leadership team. This information is valuable for public school administrators as they carry out their daily responsibilities. Below is the latest update from NYSED, which includes essential “Must Know” information on various key state and federal policies and programs that impact our members across the state.
As information evolves, we’ll keep you informed about developments affecting New York State school administrators. Note, the most critical time sensitive information is labeled ‘MUST KNOW.’

Dual Enrollment Partnership Agreement Form Requirement (attachment)
- Based on Education Law §319, New York State school districts, charter schools, and BOCES (P-12 partners) that have a dual enrollment program in place at the beginning of the 2026-2027 school year must submit a partnership agreement on a form developed by NYSED on or before September 1, 2026. Please see the attached December 2025 memo for a description of the requirement.
- The P-12 partners will complete and submit the “Dual Enrollment Partnership Agreement Form” through the SEDMON application in the NYSED Business Portal. A Word version of the partnership agreement form and certification form (signature page) are available on the Dual Enrollment Programs webpage as a preview.
- Instructions to access and complete the partnership agreement form through the SEDMON application can be found on the Dual Enrollment Programs webpage. School district Superintendents/CEOs, charter school CEOs, and BOCES District Superintendents can complete the form or designate an appropriate individual to do this by granting them access to the SEDMON application.
- Both the P-12 and higher education (institution of higher education) partners must collaborate on the completion of the partnership agreement form. All partners, including any other entities (e.g., businesses, community-based organizations) that have a role in the dual enrollment program, must sign the certification form.

2025-2026 Comprehensive ELL Education Plan: Due February 28, 2026
- The 2025-2026 Comprehensive ELL Education Plan (CEEP) form was posted on December 8th in the NYSED Business Portal and is now available for completion by school districts.
- This year’s CEEP is to be completed electronically through the NYSED Business Portal.
- To assist districts in completing the revised CEEP, a detailed Submission Guide has been provided. We strongly encourage districts to review this guide carefully, as it offers valuable insights and instructions to inform responses.
- The CEEP is due by February 28, 2026.

U.S. Census Bureau School District/LEA Review Program
- The annual U.S. Census Bureau School District Review Program (SDRP) reviews Federal School District Local Educational Agency (SDLEA) ID numbers, school district boundaries, legal names, and grade levels served.
- Data tables and directions to school districts explaining how to complete the review and where to send corrections are available at the following links:

- NYSED’s Performance-Based Learning and Assessment Networks (PLAN) team is excited to announce the release of more PLAN Pilot Case Studies!
- The latest batch adds the following schools’ experiences to our growing library of case studies:
- Johnson City Senior High School
- Port Chester Senior High School
- Saugerties Senior High School
- Wellsville Secondary School
- These case studies, developed by PLAN’s research partners at the University at Albany and Russell Sage College, report on the experiences of district and school leaders, teachers, and staff at the PLAN Pilot School as they engaged in the implementation phase of the PLAN Pilot.

New York State School Environmental Health Program December Chat on Preparing for School Breaks!
- The chat on Tuesday, December 16, 2025, at 10:00 a.m. – 10:30 a.m. will focus on tips and best practices for preparing school facilities for school breaks, from management of individual classrooms to building-wide systems.
- Tomi Mile, a Health Program Administrator with the School Environmental Health Program, will lead the discussion, reflecting on his personal experience as a school facilities staff member.
